CONTROLLED LABOR MIGRATION AS A DEVELOPMENT FACTOR OF THE LABOR MARKET IN RUSSIA

Migration is flexible and mobile instrument, changing quantity and structure of labor force. Controlled labor migration smoothes structure disproportions of the labor market, actuates general indices of reproduction of labor and reduces restrictions of economic growth of separate branches and territories. Surplus procurement of foreign labor with low qualification leads to social crisis, conflicts on local labor markets and economic instability in regions of the country.
