ADMINISTRATIVE MARKET AND REGIONAL ELITE

The paper is devoted to the analysis of administrative market functioning and its effect on distribution of power in political sphere. In the article the process of emergence and development of administrative market in the 80s - 90s of the XX century and its destruction in the XXI century is analyzed.
